OFFICE OF THE CHIEF KAZI
GOVERNMENT OF TAMIL NADU
The Office of the Chief Kazi to the Government of Tamil Nadu has a rich history that dates back to 1880. It was established with the appointment of Kazi Ubaidullah Naqshbandi as the first Government Chief Kazi of the Madras Presidency, now known as Tamil Nadu, under the British India Government. This appointment was made with the passage of the Kazi’s Act of 1880, which formalized the role and responsibilities of the Chief Kazi in the region.
Kazi Ubaidullah Naqshbandi, also known as ‘Shams ul Ulama,’ comes from a distinguished family deeply rooted in Islamic jurisprudence and administration. His father, Kazi Sibghatullah Madrasi, also known as ‘Badr ud Daulah,’ held the esteemed position of Qazi ul Mulk in the court of the Nawabs of Carnatic. Prior to him, his grandfather, Hazrat Moulvi Mohammed Ghouse ‘Sharf ul Mulk,’ served as the Dewan (Minister) in the court of the Nawab of Carnatic, highlighting the family’s long-standing tradition of service and leadership in religious and legal matters.
Following in his father’s footsteps, Kazi Ubaidullah Naqshbandi’s lineage continued to uphold the responsibilities and legacy of the Chief Kazi’s office. His son, Kazi Mohammed Habibullah Qadiri Chishti, succeeded him, and thereafter, the role was held by Kazi Syed Shah Mohammed, followed by Kazi Mohammed Azeezuddin. Today, the office is held by Kazi Salahuddin Mohammed Ayub Qadiri Kasnazani, who continues the family’s centuries-old commitment to serving the Muslim community in Tamil Nadu.
Throughout its history, the Office of the Chief Kazi has played a pivotal role in guiding the Muslim community in matters of religious jurisprudence, legal adjudication, and community leadership. The office’s responsibilities include overseeing religious ceremonies, providing guidance on Islamic law, and acting as a mediator in legal matters within the community.
Dr. Salahuddin Mohammed Ayub, the current Government Chief Kazi of Tamil Nadu, embodies the family’s deep commitment to Islamic scholarship and community service. With advanced degrees in Arabic Language and Literature, including an M.A., M.Phil., and Ph.D., he has dedicated his life to the service of the Muslim community, following the path laid by his ancestors. His vast knowledge and expertise in Islamic teachings have made him a revered figure, and his services are rendered free of charge, further demonstrating his dedication to promoting harmony and unity among the community.
Working closely with Dr. Salahuddin Mohammed Ayub is his son-in-law, Moulana Moulvi Al-Haaj Kazi Mohammed Akbar Ali Shah Aamiri, the Deputy Chief Kazi of Tamil Nadu. Appointed in 2000, Kazi Akbar Ali Shah has played a crucial role in managing the Office of the Chief Kazi, especially as the Chief Kazi advances in age. His deep knowledge of Islamic law, along with his respected leadership and eloquent public speaking, have earned him a prominent place in the community. Together, they ensure the office continues to serve as a beacon of guidance for the Muslim community in Tamil Nadu.
The Office of the Chief Kazi continues to uphold its longstanding traditions and responsibilities, reflecting a deep commitment to maintaining the legacy of its forefathers. The Kazi’s role is integral to the administration, providing necessary support and continuity to the esteemed position, ensuring that the office continues to be a beacon of guidance and leadership for the Muslim community in Tamil Nadu.
